Retiring a rule removes it from scoring on the next threshold reload; it is never hard-deleted. The settlement week is inferred from the ZIP's own dated filenames (e.g. dsm2022_2026-08-23.html); rows land in the same tables as any other ingestion, so RPC Data / RPC Settlement Accounts / RPC Reconciliation pick it up immediately — no restart needed.
